Hong Kong is implementing a significant update to its identification system, with plans to invalidate older smart identity cards in a phased approach throughout 2025. The transition affects all Hong Kong residents and requires them to obtain new digital identity cards before their existing documents become invalid. The initiative builds upon Hong Kong’s recent efforts to modernize its digital identity infrastructure, including the implementation of privacy-focused verification systems for cross-border financial services.

The invalidation process will occur in two distinct phases. Phase I, beginning May 12, 2025, affects individuals born in 1970 or after. Phase II, commencing October 12, 2025, applies to those born in 1969 or before. After these dates, the respective old-format smart identity cards will no longer be valid for official purposes.

The systematic replacement of identity documents is part of Hong Kong’s broader initiative to modernize its identification infrastructure. The transition to new digital identity cards aims to enhance both security measures and operational efficiency in identity verification processes, particularly important given the region’s recent experiences with sophisticated fraud schemes and deepfake-based attacks.

The Radiation Board has issued formal notification of these changes, confirming the timeline for both phases of the invalidation process. The Hong Kong government is advising affected residents to proceed with replacing their identity cards before the respective invalidation dates to ensure continuous access to services and facilities that require valid identification.

The update represents the latest evolution in Hong Kong’s identity management system, which has regularly updated its identification documents to maintain security and functionality. The rollout complements other regional digital identity initiatives, including enhanced phone verification services for cross-border transactions and the integration of biometric authentication technologies in various sectors.
